Other than Windows 10 ARM, there is also Windows 10 IoT.

I am not familiar with W10 ARM, but I know W10 IoT doesn't allow for Windows32 Apps to be ran, only UWP apps I think. So depends on what your form app uses

Afaik, Microsoft only gives OEMs the ISOs for Windows 10 on ARM. So OP would only be able to use Windows 10 IoT/IoT Core as a Windows option on RPI 4.

If you want to run a specific Windows Forms app you could try packaging it as an AppX package using the corresponding Visual Studio project and build it for ARM32 or ARM64 targets if that's possible (it may need to run on emulation).

 

And then from there you might be able to sideload it on the Pi 4 if it was running Windows 10 IoT/IoT Core. I don't know if IoT/IoT Core comes with the ability to sideload apps. I also don't know for sure if this would work on IoT. It works on Windows 10 Desktop so I imagine it might work on IoT.

 

To try this you would need a PC running Windows 10 Desktop to package the app as an AppX package.

It is indeed possible and will run the full windows 10 for arm devices which also runs 32bit x86 programs but microsoft has not added 64bit program emulation yet. You should definitely try it out: https://www.worproject.ml/ instructions are on the web site. Best of luck. ps: it also runs on rpi3 models. Technically the rpi2 can run an old leaked 32bit arm windows 10 build but I am not sure microsoft is even still developing it and I wouldn't recommend it. edit; the rpi2 v1.1 is arm32 and can only run that leaked build. revision 1.2 is fully supported and does have arm64 support.

Yes it is possible. However, support is VERY limited by the RPI community. Due to lack of drivers and UEFI, the OS faces a lot of performance issues.

If you install it, you are limited to 1GB of RAM, and due to driver support, read/write performance to SD card is terrible. Not to mention that Wireless card is not supported. You have to use one over USB port, and I do recall other limitations.

 

This is not helped, for the fact that Microsoft is only focusing supporting Qualcomm CPUs with Windows 10 on ARM.

 

Due to weak performance of Windows 10 on ARM on RP4, I would strongly suggest to stick to ARM64 compiled software, and avoid x86, to not use the translation layer. Focus on using web apps, UWP native apps, and ARM64 versions of desktop applications (there is only a handful, so far). Keep in mind that Win10 on ARM cannot run x86-64 programs, only x86 ones. The translation layer only support translating x86 to ARM64. Microsoft is indeed working on adding x86-64 translation support, however, performance degradation is expected to be much greater than x86 to ARM64. We don't know if something special can be put into future Qualcomm chip to help ease the impact, or Microsoft knows that (being a partner with the company) Qualcomm has a much faster chip coming for laptops.

 

In the very long term, if Nvidia acquisition of ARM is approved, Nvidia might be interested in Windows 10 on ARM, and might go full steam in shifting focus on changing the architecture to help run large OS better on it. But that is 5+ years, talking. I think Nvidia focus on the shorter term is datacenters for its AI stuff, which is the real reason the company is acquiring ARM.
