Used i5 8400??

The price is the most important factor. What are you looking to spend?

Keep in mind the competition. When you can get a ryzen 3 3300X for only $120, the 8400 has to be pretty compelling. Hell, i've even seen the used 8400 listings go for even more than the 9400F new.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Draws 400 watts under max load, for reference.

Depends heavily on the situation, price, etc.

A new 3100 or 3300X will outperform this chip.

Yes, but only if it’s priced right, coupled with a cheap motherboard

only if you have all other parts readily available and price of cpu below $50

i.e. mobo AND slow ddr4 ram, i3 or below  8th gen cpu

yea for a little more you could get a 3100, which is simply better, the 8400 isn't really a big upgrade when it comes to gaming compared to the 9100f.

if you really need an upgrade, you could sell the current board and chip and go with a 3100 and a decent b450 board like a pro 4.

I think that's a reasonable price for an i5-8400, I think you should go for it

Considering you've already got an 1151v2 motherboard, €90 is not a bad deal for an 8400. Go for it if you feel like you're limited by your i3.

Laptop: 2018 Apple MacBook Pro 13"  --  i5-8259U | 8GB LPDDR3 | 512GB NVMe

Peripherals: Leopold FC660C w/ Topre Silent 45g | Logitech MX Master 3 & Razer Basilisk X HyperSpeed | HIFIMAN HE400se & iFi ZEN DAC | Audio-Technica AT2020USB+
