Two notes:

1. Are you going to use a USB external drive as your primary mass storage device? Because your computer's going to be slooooooooooooow.

2. Go with a 5600 XT or a used 1080 instead of a 2060S. Much better value.

3. That PSU is trash. Check the LTT tier list here and get the best one you can afford with what you had budgeted before and what you saved on the GPU.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

I think the cheapest smart rgb 500.

Is the 5600xt comparable in performance, since i dont really care about rtx what so ever

it's basically on par if not better on some games but it is usually cheaper.

There are two big issues here. The first is that not many "USB 3.0" external hard drives actually transfer data at full USB 3 speeds. Most of them, even the good ones, are transferring at speeds more reminiscent of USB 2.0. Yeah, it would be "go get a coffee" slow in some circumstances. The second is that a USB connection just isn't as stable as a SATA connection. Once a SATA connection is there and sealed inside of your PC, it's not coming out unless an external factor causes it to. USB connectors can be yanked out by mistake, they can be knocked out, they can be pulled out when you reach for a different cable, the drive can fall off the desk, and if data is being accessed while that happens, you're going to lose data.

I'd just drop the extra $30-40 on a 1TB hard SATA hard drive. There's nothing wrong with using a USB HDD to serve as a backup, but relying on one as your active storage drive is not the greatest of ideas.
