So, what options you would suggest for a 4+ display output options?

Matrox, for example, has plenty of options.

I argue for NUC build for decent performance in limited budget because, I have used intel nuc with i7 6700hq, brixpro i7 4770r, those are good portable mechine but not enough for a full stack development now a days.

I would agree for the first part, not the second part. I know work places have different ways of dealing with things, but where I'm working at, we don't let devs have a VM on their PC. This could lead to unrelated issues (meaning, they have issues with something they're working on, but it's related to the VM, not the project or DB). We have a full infrastructure here, we can image a deploy or re-image a VM quite rapidly and we DO make them admin of the VMs. 'Makes for easier troubleshooting since we can work on the VM host ourselves if that's the issue.

Having the VMs locally is extremely unpractical for multiple reasons. BUT I would see specific cases where it could be needed. I would still argue against a 3900x and Quadro build, even for a dev that needs a local VM.

If you're working on your own, then yeah, that could make sense, but if it's something you really need (multiple VMs), buildlng yourself  a separate home server to host the VMs would be a lot more practical (just a quick exemple, if your PC has issues, you can still work with any other PC and your VMs are still up and running, it also makes for a cheaper and easier build change/upgrade).

[*snip*] So, for me this is not enough.

Like someone else mentioned, seems like you focused on suggestions for yourself, and while I understand you have specific needs, but they're not the "average" need, and like I said above, your needs don't have to be fulfilled in this specific manner.

A "dev" build is just like any other build ; you have to take into account the actual user's need. And what YOU need isn't what all of the devs need, just like what I need (as a sys admin), isn't what my colleagues might need.

Or, 2 RX 570 (plenty have 2+ DP ports and an HDMI port)

Or, if only 1 GPU is a requirement, the VisionTek Radeon HD they have for multidisplays (can't remember the Radeon model, it's a very old card, but it has 5 or 6 DP ports and would work perfectly fine as long as it's just for having multiple displays).
