Is the AMD R9 390 Bad?

It is an old card, but im on an IGPU, an need an upgrade. is there so fatal floor to the card is it OK. 

i am interested because it has 8 VRAM.

depends on what you're going to be using it for, but for gaming, it's not bad, but that depends on what game and what settings. 

but afaik the 390 is similar to a 570/80 in gaming.

Gaming, but my expectatioons are low because of my 530 HD gpu

It's in the same ball park as an RX 480 when it comes to gaming performance. If you've got the PSU to run it, it's not a bad card by any means.

You do not want to cheap out on the power supply. It's the singular thing you should never skimp out on. It powers your whole PC, so if you get a bad unit, it can short out and can easily destroy your whole system.

 

I wouldn't spend less than $60 on a PSU and always go for no less than a 80 Plus Bronze rated model. A 550-watt option will be plenty for the 390.

It's still a good card, though for the performance it has it uses a boatload of power and produces a lot of heat. If you get a great deal by all means pick it up, but otherwise look for something along the lines of a 1060, RX 470/80/570/80, 980ti, 1070 or even something like a 980.

 

Older used cards represent a great value, but you can't cheap out on a PSU for a card which will draw 300w (though really you shouldn't cheap out on one anyway). Take that into consideration when comparing the value of cards

You don't need a 650W PSU, assuming you're not using a Threadripper as your CPU.

Oddly the link which suggests that it's a CX450M sends me to the CV650, which again, I wouldn't take over the MWE Bronze v2 or System Power 9.
