Wich one of these is for the cpu and what is the other one for?

1st one is PCIe for GPU (connect to graphics card) 

2nd one is EPS for CPU (connect to motherboard, typically near the top)

I thought i needed to plug these into the gpu? If i dont whats the extra for?

The extra is if the GPU needs more power connectors, if it doesn't have the slots for it you don't need to do anything with it.

The psu is just something laying around from my brothers previouse builds so i dont know. The motherboard is a Gygabyte x570 Aourus elite with a wifi chip

The gpu is aGigabyte Radeon RX 5500 XT 8 GB 

and the cpu is a ryzen 5 3600

The good news is, engineers have made this impossible to mess up.  Notice how those pins are all different shapes?  The correct connector will only fit the appropriate slots.  There is no need for more information regarding your components. 12v on both plugs.
