is there a powerbank that could power an mini pc that uses 400 watts at max

For a minute or two? probably. Then it would erupt in flames.

at some point a "powerbank" would be a battery box

you could look at some battery boxes with 12v 100Ah batteries (weights 30KG/65Lbs) and a 500W inverter

and that should power your pc for... -maths-

about 2.5-3h, assuming high conversion efficiency

-sigh- feeling like I'm being too negative lately

You mean some sort of uninterruptible power supply?

The phrase “power bank” can be vague.  If you mean something that can fit in your pocket or even on your back see @5x5’s response.

Do you mean a UPS?  They’re generally somewhere between the size of a shoebox and a refrigerator.  Used to use deep cycle lead acid batteries though there are those that use liion.  They’re rarely good for more than a few hours.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

Life is like a bowl of chocolates: there are all these little crinkly paper cups everywhere.

A ups or a battery box with appropriate inverter could do that. Not for long tho a couple hours at most. If you want to game or something away from a power socket a laptop + ups or battery box would do you a lot better.
