If you throw in some more RAM and an SSD it will probably be somewhat usable for web browsing, but not videos.

I would advice giving up on the PC, any changes you make will only show the flaws in the rest of the hardware (like the CPU).

Usable for what? Gaming? Basic web browsing?

What are you looking to use the computer for?

Anything other than basic web browsing is going to be a no go even with upgrades.

If you get some more memory and an SSD in the computer you could easily do some basic web browsing. It's not worth it to put money into to play games including Minecraft. If you want something good to play games like minecraf, do some web browsing, watch youtube, etc. Go for a used Dell Optiplex on Ebay, you can get a 4th gen i5 for $150 or below, typically they come with 8gb or more of ram and an SSD already with Windows 10. Slap a 750ti or better in one of them and you'll be golden for everything you want to do.

That RAM is killing you. Take it up to 8GB, then install a 240GB SSD in there. If you're after Minecraft, something basic like a used Radeon HD 7570 can be found for around $10 on eBay, and will help some over whatever motherboard graphics you're running now.

 

Your best bet is to upgrade to something with a Sandy Bridge i5.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

Like everyone said for browsing and minecraft you'll need more ram and a gpu (also preferably an ssd to make the system a lot more snappy) but the cost for those upgrades could also buy you a i5 2400 dell tower (don't get a sff or any small form factor one) which would just be a better idea. I would highly recommend you save up a bit of money lets say 150$ and then buy a 4th gen or newer i5 system with that and maybe a cheap gpu. This current system is not worth any money and well past 10 years old by now.
