System interrupts 100% CPU usage. Is this NORMAL?

Windows 10 Pro :

I am facing this 100% CPU usage in small tasks please tell me if there any solution. please find attachment below for reference

fluctuate when click task manager and other programs then goes off

Try reboot, had that bug with my old motherboard was easy to fix by reboot every time I start the PC first time each day... 😅

Basically your issue is that a process is starting then immediately being stopped and then starting yet again.... So your first place to start is rebooting, second is updating an checking drivers, then your next step is opening CMD prompt as admin and trying sfc /scannow then there are some windows tools you can use (i forget them at the moment and don't have the time to research them) then the next thing you can try is reinstalling windows.

Other locations such issues can stem from include faulty SATA cables, improperly mounted cables, corrupted drives, faulty RAM, improperly mounted RAM, improperly mounted CPUs, unstable CPUs, bad windows installations, and etc.

One thing not mentioned here is that You can also try booting into the good old safe mode to determine whether your third-party applications are causing this issue.
