When next gen products come out, will it make senses to buy current gen products to make your build cheaper, or would it be better to buy next gen budget parts instead current gen mid range parts? based on past releases of parts

Manufacturers generally release their higher-end offerings first, with the mid-range and below SKUs to follow.

depends on your region pricing culture.

eg at my place, cpu gradually drops but gpu never drops, also no sales promote at all fffff

Depends on what you want to do with your system. Best of the best? Go newer. Fine with slightly less performance? Go with last gen and save some money.

Though, keep in mind that's only really with CPUs, and only really with AMD. Intel doesn't hold onto old SKUs after they've released something newer.

Same with Nvidia, really. Also, with the RTX increases, the newer series just makes more sense overall.

 

Also, all parts from next gen are budget. Budget doesn't really mean anything.

Depends, but usually prices don't drop immediately. Manufacturers don't actually care about prices for old stock at the point of new releasing. But stores know people are trying to look for deals when new gen launches, and thats their best place to make bigger cut as the newest stuff is being sold just at the point where its profitable over MSRP.
