i recommend you to get cpu cooler because if you want to do cpu heavy workloads or overclock stock cooler it isnt enough

Get a B450 Pro4 or B550 Pro4. No sense in a weird middle ground. You can use the saved money from a B450 Pro4 on a decent cooler for the CPU so you can run PBO. Also, drop the horrid Seagate drive and get a WD Blue or Black instead. Or better yet, get a single 1TB SSD

Stock cooling is fine for stock operation. He needs a cooler if he wants it to be quieter or if he wants to push the CPU with PBO
