Steam doesn't let me add a card to buy stuff

I had some payment methods saved also but they seem to be gone now.

I've had payment issue too a week or two ago during the sales. It would ask me to try again and then blocked me for an hour or so because I had made too many "attempts". Then I let it go and it worked fine a few days later. Long story short, there payment system is a mess right now.
