Your question is like asking what is the best volume level for watching videos. It depends.

Depends on the entire rest of your system. Just mess around with it until you get temps and noise you are good with.

I am far from an expert in this so please correct me if I’m wrong.

full speed all the time is coolest. it'd also be super loud and obnoxious as well as using a bunch of energy

A fan curve is just basically noise vs temp. If you want max cooling and the lowest temps possible, crank up all the fans. If you want silence as much as possible, then pull down the fan speed until your temps are higher than you'd like. In short, it's an entirely personal thing. There is no "best" over all, just best for you, so only you can decide that.
