Budget (including currency): 3500 USD to 4000 USD 

Country: United States 

Games, programs or workloads that it will be used for: Want to be prepared for Cyberpunk 2077, and I mostly play open word and rpgs no specific game at the moment 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): And I need basically everything. I have no monitor and my keyboard and mouse would be an insult to a newer system so need new ones.Thats why I'm willing to adjust my  budget plus or minus $500. And thank you in advance for any kind of help with this project.

The monitor is usually around 400$, the cpu cooler is usually around 100$, I generally don't like choosing cases and peripherals for people as they are the things you see the most and it is mostly up to personal preference. Also not saying you should get that exact model of 2080 ti, you should do some research and see what the best one is.

With a budget like that I'd strongly suggest waiting a couple of months and grabbing something in the fall when the new releases are out.

Otherwise you're throwing away a lot of performance.

Alternatively you could go with Z490 if you're just gaming (the 10600K's pretty much the best gaming chip out there without overspending), but at 1440p especially you'll be hard-pressed to notice the difference in gaming between Intel and AMD. I also haven't put in a mouse and keyboard as they're mostly personal preference.

 

That being said, I'd really suggest waiting for next-gen hardware though. Later this year AMD's releasing their Zen 3 CPUs, RDNA2 for graphics and Nvidia's releasing their Ampere cards.

Like others have said, wait. Some scores for a new gpu were leaked and they show some card from next gen being 20 something % faster than an rtx titan and about 30% faster than 2080ti

I am far from an expert in this so please correct me if I’m wrong.

There's definitely plenty of good websites and YouTubers to check out. I'd suggest checking out Hardware Unboxed, Gamers Nexus, Tomshardware, Anandtech, Guru3D for benchmarks, and if you want to learn some more about the nitty gritty of things check out Buildzoid (Actually Hardcore Overclocking) and der8auer, just to name a few.

In addition to the ones @Mateyyy said, bitwit has some good ones and randomfrankp and uravgconsumer cover lots of mice and keyboards and some extras that you might like to add to your overall setup.
