According to this article, i think apple puts the modems it buys (from intel or qualcomm) inside the a13 chip.

I am far from an expert in this so please correct me if I’m wrong.

At least the division for phone modems, yes.  Apple's clear intention is to eventually make its own modems, but it'll probably be using Qualcomm modems (now that things are patched up) for a few years due to an agreement.
