Looking for app to write a cookbook

I have over 1000 pins on my recipe board, but I hate having to go through the life story before I get to the recipe, plus I want it better organized. So I was going to try to compile them into my own e-cookbook, totally organized and full of pictures. But Google docs is proving to be clunky in this task, I can't just add images wherever I want like I can with a presentation like PowerPoint. Does anyone have any suggestions on free programs or am I missing something in Google docs that will make this easier for me to accomplish? Thank you in advance!

You may be looking for these two options (option on the right is optional):

Makes moving images quite a bit easier.

 

But in a professional setting, Adobe InDesign is the way to go for this sort of work.

the best solution would be something like Affinity designer which is an alternative to adobe ilustrator

I'm going to check all of these out. Admittedly, I haven't used notes in a long time. That being said, I would like to have a table of contents to click on each section to automatically go to, say my middle eastern recipes. Great suggestions though, more than o thought I would get!

I'm using Google Keep for recipes. Have them tagged to help arrangement, and you can use search.
