I have a cougar 600w psu 80+ bronze and im planing to upgrade my system from ryzen 3 1200 1050ti and msi a320 gaming motherboard to ryzen 7 2700x 1080ti or 1070ti and msi tomahawk b450 max. The question is

Is it going to handle the ryzen 7 2700x and the 1080ti or 1070ti

Power is fine, but what exact PSU is it and how old is it?  There are other considerations than just wattage.

Do you two honestly believe the Cougar that cannot even deliver rated power can actually and SAFELY power a 2700X and 1070 Ti? Seriously?.... It's going to pop like a fire cracker with cheap chinese capacitor shrapnel.

Cougar has 3 80+ Bronze rated 600W PSUs. The CMD, VTX, and VTE. Which one is it?

Interesting that some people have said that it's bad, or that it's fine, without knowing which of the 3 it is. At least that makes it easier to spot who's talking out of their asses, and should not be trusted :3

Cougar makes some good and some bad units.

Really depends on the model.

If you want a bright fire - yes

If you want a stable computer - hell no. Get a reliable power supply such as the Corsair TXM 550W or Be Quiet Pure Power Gold 500W
