What is more important in AI Upscaling for a video: the original resolution or the fps?

My crappy video camera can record in 1080p @ 60 fps or 4K @ 25 fps. Either modes in reality are in any actual good quality as they are both full of noise.

For now, I have to continue to use the camera but I am hoping to get my hands on AI upscaling in the future to improve the video quality.

How should I choose to record my current videos for now to better prep for future AI upscaling: in 1080p @60 FPS or 4K 25 FPS, or just whatever give the video the least noise in quality?

I film in an indoor, small room environment with dim lighting if that matters.

This is why your images are noisy. Get more light on the scene.

Otherwise use a lower frame rate to get a longer exposure time. Unless you're intending to play the clips back in slow-mo there's no reason to shoot higher than 24/30 fps. Depending how your camera works you may also get less noise at 1080p than at 4K. Shoot some test clips and see if there's a notable difference.

get more light. downscale 4k 25 to 1080p 25. that will reduce some noise.
