I doubt paint would grab on to the cables. As you plug and unplug them it'd be all over your hands. Instead of the hussle, spend more and buy a high quality PSU.

You can use black permanent marker pens to make the cables black. Won't be perfect but will be better than using paint.

 

You can buy sleeving separately. On a non modular power supply, if you're good with a soldering iron, you could open the power supply, desolder the wires, insert sleeving and solder the wires back to the circuit board.

I have pained other sorts of cables, and it just doesn't work well....

What PSU are you thinking about buying? There's probably better, and better looking PSUs at the same price range
