can a Noctua NH-D15 cool an i9-9900k

The NH-D15 is among the best aircoolers on the market so yes it can definitely cool a 9900k. 

 

There are a lot of good Z390 mobos.

Any particular brand you like ? MSI, ASUS, Gigabyte all have good Z390 mobos. 

Think about what types of features you want on your mobo which is a good mid-range mobo 

Don't buy to cheap as you need decent VRMs to run the 9900k. 

I am very happy with my Asus Z390-F which is a good mid-range mobo.

My 9900k runs all cores at 5.1ghz with 1,325V. 

It will keep it cool enough(low 30s idle) with a 5ghz all core overclock with one fan.
