I would get a Ryzen 3 3100 if you can wait but there isn't any benchmarks but here is the comparison:

 

Ryzen 1600 has 12nm process + 6 core/12 threads

Ryzen 3100 has 7nm process + 4 core/8 threads for same price. Either one would do well but it depends what your girlfriend wants. What is minimum specs and what is ideal specs?

You're going to run out of space really quickly if that's your only storage medium. Depending on the use (gaming, for instance) you'll run out of storage after a couple of games.

Pc to be used to play World of Warcraft, but want it to run at pretty much high/ultra @60fps  1080p.

If you can spare around 20-30 extra, if you can’t, just get a 1600(12nm)
