First Build GPU Questions: HELP!

Although your cable management isn't perfect, the temps are quite unusual. GPU's should be around 75 to 85 under load. All of the GPU fans are working?

Hello, first and foremost I would like to state that my computer building and knowledge of PCs is rather low so please understand that this may be a rather "noob" question.

 

I have recently built a entry level budget gaming/work PC with the following specs:

 

CPU: Ryzen 3 2200G

MOBO: B450M/ac 

RAM: 8gb (2x4gb 2666 MHz)

GPU: Radeon RX 580 

 

I just installed the GPU and was using the APU until this last week, so I was monitoring the specs of the RX 580 with HW Monitor. The case I am using is a Rosewill Ranger M with little to no cable management room so my insides are a hot mess (quite literally) as my GPU was clocking in at  85-90 degrees Celsius while playing. 

 

Long story short, my questions are as follows for anyone that may be able to offer guidance:

 

-What is considered a safe range for GPU temps? I was only playing for about 20-30 minutes by the time it reached 90

-Does cable management effect my temp issues all that much in this case? Photo of my build for reference.

-Would anyone recommend an open concept style case or a test bench case option instead? I am rather fond of the look of the test bench instead of a case but worry if that may not be safe or practical for a day to day use computer like mine.

That appears to be the problem, only 1 of the 2 were spinning.
