Installing ASRock b450m pro4 - weird DIMM layout.

Yes, it is. Many vendors do this. Frankly, I like it better: one less moving part to break :P 

The manual is just generic.

Picture in manual is super duper dated, even my AM3+ mobos I believe are the single side latch.

 

With 2 DIMMS you are pointing at the correct to slots to use on that board, slide in the bottom (closest to GPU) first then latch the top (have the board) (at least that's what I do)
