no you can just download the installer from Microsoft and use the key.

2080 super if he wants max settings on for example cs go and get around 240 fps for 240Hz monitor

If I took a 10 dollar used crappy hd series gpu I could get high frame rates in cs:go, I literally have a 1gb hd series card with smooth gameplay just turn off anti aliasing
