So I’m planning a new rig and I have chosen an r7 3600 and a Radeon VII and if something is wrong please note that I have a price cap of 1377 USD so please try not to send pcpartpicker links with a higher price than that

Oh and I need peripherals as well in that price limit

No reason to being the fact that the majority of AAA games won't even reach 144 fps as it is. Swap out the display for one if you really want to though.

if you want to run stuff at 240hz you'll need a higher single core cpu 9700k or something will do but then you'll have to up your budget. My friend runs nearly everything 240hz with a 9700k all cores at 5ghz and and 2070 but couldn't get near with a 3600.

I would replace that monitor with something a little cheaper with a 75hz monitor like the one below. What you picked is a good price for a 1080P monitor, but only because it comes with free sync. But you can have an RX 5700XT or a Radeon 7, you still won't achieve 144 FPS in the most demanding games, especially at higher resolution. These companies selling these 144hz-244hz monitors as "gaming monitors" are just ripping you off, and quite frankly I'm sick of it. I'd also get an SSD with more space on it so you can install both your O.S and games on it You won't be able to take advantage of the speed of the SSD unless you do.

I know for a fact that I’d never be bothered to switch between the ssd and the HDD ever

 

but i don’t think that 144hz is a rip-off and just knowing myself knowing  that my monitor isn’t triple-digit number hz would bother me like crazy

Well I'm only suggesting you get at least a 500GB or 1TB SSD just for the space. I'd personally be bothered by the fact that I spend upwards of $200 on a high refresh rate monitor being marketed to gamer's, only to find out that achieving anywhere near such a high refresh rate in any of the more demanding, most popular games at any resolution beyond 1080P is a pipe dream. I would feel like I've been scammed, knowing I could have gotten a cheaper monitor with a more realistic refresh rate with free sync and HDR to boot. Look at any bench mark video and you will see that your money is better spent elsewhere.

And yes, a Ryzen 5 3600 probably will bottleneck a Radeon 7 since it was considered a "flag ship" GPU. I would get an RX 5700XT instead just to be safe and call it a day. ? ?

Performance difference between these two GPU's is mostly margin of error, except the RX 5700XT is cheaper. And again, even with an I9-9900K, you will see that 144 FPS is a fantasy.
