Hydro-electric energy is 100% reliable, so long as the drainage basin keeps flowing. So BC and Quebec are nearly 100% Hydro.

A lot of energy produced in Canada is exported to the US. Most of the unreliability in BC and Quebec comes from storms that take out small parts of the energy grid, but that's no different than any other part of the north america energy grid.

Biggest common problem with hydro is too much water and having to release water in to the floodplain, basically never has problem with lack of resources to produce electricity. I'm sure if we try hard enough we can ruin the climate so it doesn't rain for years I guess, then hydro would have outages, but we'd be dead so what does it matter.
