idk what games are gonna use an entire 8700 without even touching the GPU. I can't see how this would be a bottleneck instead of a faulty reading.

 

you didn't list your resolution or target refresh rate, or the games you're playing, so I'm assuming there's no bottleneck here.

Are you experiencing any actual performance hits like stuttering or lower than expected frame rate? I personally wouldn't be too concerned about it otherwise. You can check your task manager and see what's hogging up all the resources.

My resolution is 1440p and refresh rate is 144hz and the games are rainbow six and apex legends

What is 'way lower'?

Are all cores at 100%?

if your GPU is going way underutilized in these titles, then it's definitely not a bottleneck but a software issue. 1440p rainbow six and apex are definitely GPU demanding.

An 8700 should be perfectly capable of keeping up with a 2080S, so it sounds like a software issue on your side.

Where are you getting your usage readings from? What graphics card were using before upgrading, and have you used DDU to remove any trace of old drivers, and then reinstall the latest from Nvidia's website? What PSU are you using? Have you plugged the video cable into the motherboard or the video card?

Are you running anything besides the game?

Try running something like a benchmark to see if you performance lines up with what you should be getting

Not necessarily a bottleneck. Some games are just more CPU dependent.
