My idea is to have it to where when mentioning someone in a thread, it has the people who have posted in said thread at the top of the list.

Maybe it could be @ Thread and it auto adds everyone who has posted in the thread, then if you want, you can just delete some handles if you don't mean to include them. I hate having to @ people on mobile because I can't remember peoples names and when there's more than a few people I want to @ it turns into a pain in the ass. I end up just multi quoting people.

I'm not able to find the post, but I do believe I remember it being suggested numerous times, and the answer is simply that the site admins don't have the ability to implement this, a feature like this lies on implementation by Invision.

Id love if you typed the @ symbol, it would populate with the names of the people who have posted in the thread. Then once you started writing out the handle it would narrow in on it.

That would be great, but it's not something that I can implement - it would need to be done by the forum software devs - and it has been suggested to them before without success.
