yes there are A LOT of chances of that being the case.

I've used 2 different displays and two different cables but I'm still getting these annoying lines on my screen. I cannot install drivers Windows device manager recognizes it and it gave this message: "Windows has stopped this device because it has reported problems. (Code 43)"

If you can't rma maybe try oven and towel trick... 

Though this was dead after the Xbox 360 but my friend did it with an rx 590 a few weeks ago and had some luck lol.
