Installing 1x PCIe USB card into 8x Slot

I'm having a bit of a problem with a christmas gift I got from my cousin. I asked her to get me a USB 3.0 expansion card, and I had assumed I could install it into my computer, but when I went to install it, I couldn't mount it into my 8x PCI-E slot.

And my motherboard is a MSI 760GMA-P34 FX. The 16x Slot's taken up by a GTX 1060 and the 1x Slot, to my chagrin, is blocked by the GPU cooler.

Is there some way I can get this blasted thing to work?

Also, am I the only one who is starting to hate mATX as a form factor? Shit's condensed as all hell and I feel like I'm doing open heart surgery any time I open my case up to do anything.

That's not PCIE x4. That's PCI. It won't work.

The specs say this board has one PCIe x16, one PCIe x1 and one PCI slot. There is no PCIe x8.

 

Take a look at the slot, is the gap on the left or the right?

Why the hell would they put a PCI slot on this thing? Didn't we retire that a while back?

PCI was still common on boards until roughly 2014.
