Pc Freezes on restart

I’ve pc has been freezing on restart (only) for a really long while. If I shut it down it’s fine, but if I have to restart for windows update or just a normal restart I can’t. (Im running on 1607...yeah that long) It’s an old Aroura R3. Haven’t changed anything except the graphics card. I’ve posted my problem on Microsoft forums a couple of months ago and tried everything but still nothing. It sucks because I really need the new features 1903 offers and I can’t offord a new pc. Any help is extremely appreciated.

I7-2600k 3.40GHz

12Gb Ram

GTX 1050TI FTW

(Idk if this helps but I have 3Tb HDD, With 250Gb SSD As my Windows drive.)

I can’t even do that it would have to restart a couple of times.

Yeah I’ve tried to plenty of times. I’ve even tried a fresh windows install but it wouldn’t even get near finished because it has to restart a couple of times and on the first restart it freezes

You wouldn't if it's not update, save your data, make bootable USB, do clean install.

What I would try to do is to install fresh, make sure you format the drive in process, or other option is to install fresh copy of windows on other drive and unplug the one you using now as a boot.
