The power cable was loose on the PSU but I couldn't see it because of the terrible unmovable shroud on my case. 

 

Honestly I wouldn't have noticed it if my side panel hadn't literally exploded. Thanks Phantex.

I just built a new rig but I'm keeping my 980 till the new GPUs drop in a few months. In my test build it was fine, but when I built it in the PC it is not being detected by Device manager or displaying an output.

 

Board is Z390 MSI Edge AC

Card is MSI TFV 980

 

Also has an Asus Strix Soar in it which was not used in the first test boot.

 

Tried reseating to no avail. I'm about to try a different PCI-E lane and see if that works.

My next step is to test it in another PC. If it works there I'm going to assume the problem is with the board since my ethernet port is having issues too.
