The GPUs that I listed go anywhere from 70-150 US dollars in used condition. What country are you purchasing from? Can you order from NewEgg or Amazon?

Check for an RX 580. They're under $180 in the USA new, and used can be as low as $80. Even with shipping, it should be in your budget.

Bottlenecks are relative and very application /setting dependend.

Also a 2500k is very easy ugradeable i7 2600k and i7 3770k starting price is 30€ at ebay/craigslist. Which both can drive a 2070 on Ultra settings without any issue.

Then just find an RX 470/480/570/580 potentially, they're cheap in the US anyways, they're still fine for 1080p gaming.
