New PC freezes / laggy

Hey guys, I'm having an annoying problem with the new computer. It keeps freezing, randomly but especially in games.

I spent my last few weeks days reading posts on this forum trying to fix the problem by looking and other solutions but right now I gave up. I would appreciate any help.

I am pretty sure the problem is somewhere RAM or MOBO.
I have updated the bios to f40.
I have checked memtest86, all ram works fine 100% pass.
In bios the mouse is laggy / slow.
I have re-installed windows 2-3 times, nohting changed.
I have tried to disable C global state, nothing changed.
Even lowered to 2444mhz (RAM's) , still nothing changed. I have tried to put in one by one , nothing changed.

Is it something to do with voltage ?
I dont really know these things like (timings in ram, voltage in bios)
but i feel like there could be the solution.

Windows 10 64bit
Gigabyte B450M ds3h
Ryzen 5 3600 (3.6ghz)
GTX 960 (4gb)
HyperX 32GB Fury DDR4 2666MHz CL16 KIT -(HX426C16FBK2/32)
(2x16gb )
psu : Coolermaster elite 600W ver.3

samsung evo 850 250gb ssd

The B450m DS3H is a budget board, It could be the VRMs are not enough for the 3600 and it is receiving insufficient power. But you have a few other problems as well. 2666mhz Ram is slow, Ryzen loves fast memory, the minimum speed I use with Ryzen is 3000mhz. Also the PSU you have isn't 80 plus certified at all and reading up on it, it's a pretty bad unit. 

If I had to guess what the major issue is, I'd say power delivery, you should test another PSU with the system to be sure. But I would advise purchasing a better quality unit.

In case not the psu is the problem what do you think a GIGABYTE B450 AORUS ELITE (rev. 1.0) would be enough or what would you suggest to get. And RAM too , is there a 16gb ram that you would recommend.

The Aorus Elite should be enough, any 16GB 3200mhz kit of ram should work as long as it's of good quality.
