3700X is a great choice, too, if you're worried about money.. 3800X won't be noticeably better..

Either 3700x or if want to save more, even a 3600 (non-X)  will do just fine

Life is really challenging. I don't always suceed: )

3600 if you will just game and stream using NVENC in case you are getting a RTX card or then the 3700X if you will do CPU based streaming... That's about it.

The 3800X is not worth the price jump.

Using a 1080ti dont think ill upgrade for awhile probly when next gen nvidia comes out, unless second hand 2080/2080ti come down in price

If I get a laptop with a 2060 would that be good as a second computer just for encoding or would i still be better off using my cpu?

If you have  the extra money for sure grab a 3900X but i would not advise buying a 3800X over a 3700X.

You will get 200mhz more frequency with a 3800X but you will get 4 more cores with a 3900X plus double the L3 cache which is why i think its ahead a 3800X in gaming.

I own a 3700X but if i had the money i would have bought the 3900X hands down.

In games a 3900X is basically close enough to a 9900K but in applications its simply the superior product.
