Cheapest good 4K HDR Video camera (Under $600CDN)

Yeah, not happening at that price bracket.

 

You are looking to pony up close to $1000 USD or more for something that can do both; if you are just shooting video, the Sony FDR-AX700 camcorder is probably your cheapest option, and if you want a regular camera that can do stills, your options are as follows:

  1. Sony A7R III (need external recorder, but only 8-bit);
  2. Sony A7R IV (need external recorder, but only 8-bit);
  3. Sony a6400 (need external recorder, but only 8-bit);
  4. Panasonic Lumix DC-GH5S (will do internally 10-bit V-Log);
  5. Nikon Z6 and Z7 (they support 10-bit N-Log via an external recorder, such as an Atomos Ninja);
  6. Fujifilm X-T3 (supports 10-bit 4:2:2 using either F-Log gamma as well as native HLG via external recorder);
  7. Canon EOS R (supports 10-bit 4:2:2 C-Log via external recorder)

In most cases, you will also need to pony up for an external recorder, the best one I've seen is the Atomos Ninja V for this.

Been looking at cameras recently and struggled to find a mention of both 4K and HDR video recording in a camera for under $600CDN. Does it exist? If so or if not, what would you recommend with a minimal budget and these specs?

Without using Magic Lantern firmware I think you are out of luck, that is a pretty tight budget for HDR in particular as that requires 10 bit color processing.
