Low GPU, High CPU usage in GTA 5

I've been getting random momentary FPS drops in GTA 5 story mode, I usually get around 60-65 fps and frequently it drops to about 40-45 fps.

I know there are 100s of other threads out there asking the same thing, and I have attempted to find a definitive fix for the problem. However, everything I have tried hasn't worked (playing in fullscreen, turning v sync off in game, but on in nvidia control panel, making sure power settings is set to "prefer maximum performace", made sure I'm not using integrated gpu)

I am using the geforce suggested settings, I've read people on similar setups being able to run at max graphics, so I don't think I should be getting these issues.

I'm running a i5-9600k, GTX 1060 6GB, 16 GB ram, GTA installed on a NVME SSD. Playing on a 2560 x 1440 monitor, set to 165hz refresh rate.

Does anyone know of a fix for this?

I did some testing, with Afterburner monitoring the GPU and CPU usages.

 

I was generally at about 60-65 fps, with frequent fps drops to around 40-45 fps for about 1 second
When this happens, GPU usage drops to about 50% for 1 second, then shoots back up to 100% again. CPU usage doesn't seem to be affected.

Anyone have any idea what could be causing this?

60-65 fps for your specs is pretty normal. GTA V is a very cpu heavy game, it can use around 40-45% of my 9900k easily. having some short frame drops to 40-45 fps is probably when there is alot of npcs around or something and your cpu cant keep up with it. there isn't really an issue in your case.

You want more fps? Use these settings...

I don't give a rats ass what ANY PC gets with ANY graphic presets. These settings will maximize the hell out of your fps without losing the ultra-like visual fidelity. My i5 is not as good as yours and I have it clocked at 3.0 GHz and I'm able to achieve an average of 95-115 fps outside the city/when flying and around 65-85 fps inside the city/high demanding areas in Story mode in 1440p resolution with these graphic settings. You should be able to do the same if not better with that K i5.
