Usually there's a correlation between efficiency and quality, but it's not a rule. There are some garbage 80+ platinum units out there.

 

Plus, differences in efficiency are usually quite small, for your average gaming rig the difference in cost on your electric bill is so small you wouldn't notice.

The masterwatt lite is a cheapo unit, not recommended. Plus, I doubt you need 700 watts, what are you powering?

 

Consider a Corsair CX550 or CX550M, maybe a 450 watt.

Yesterday in a different thread it was a 9700KF + RTX2060S, and you were saying you only had $3 left in your budget and couldn't afford a better PSU. Not sure where the extra $2,500 for your budget has come from overnight, but if you can stretch the budget by $2,500 you can certainly afford a better PSU.

Suggestion: send back the titan RTX, get the 2080 ti. Then you'll have insane performance and enough money for a beastly power supply.
