But is there a BIOS version that supports Zen 2 cpu?

Check the Supported CPU list, https://www.asrockrack.com/general/productdetail.asp?Model=X470D4U#CPU. It only contains Pinnacle Ridge cpu. Until it lists Matisse cpu (Zen 2) I would not count on them being supported. 

 

. . . I just checked the BIOS list and it does list a BIOS release for Ryzen 7nm cpu. So you are likely good to go. Still, I'd worry about the 3xxx cpu not being listed as supported.

Theres pretty much no difference between 3000Mhz & 3200Mhz memory, especially for server application. 

 

This is my new server I started building last week. Waiting for CPU on backorder, and last of the drives to come in from Amazon. 

There's also a LSI 9211-8i SAS card with SAS breakout cables which isnt listed. 

Potentially going to swap the PSU with the one from my PC as my PC one is 1250w and overkill for a single GPU system.

Based on the fact you're trying to upgrade a bit and you sound budget conscious I'd be looking at a Ryzen 7 2700, in multicore its within error margin based on the fact it sounds like you're gonna be expanding to more multicore operations wouldn't be a bad option its cheaper than the 3600, and unlike the 2700 it'll just work without any fidgety beta bios'es on 400 series motherboards.

I haven't pulled the trigger yet. I was searching for a datacenter first which I think I found. I was looking at future upgradeability which wouldn't be possible with the dynatron coolers because they only have an 85W TDP. I then looked at https://www.neweggbusiness.com/product/product.aspx?item=9b-19-113-545 . Coolers for this guy is another problem. There isn't alot in the 1U space. I think watercooling may be the best option? (yes, I know thats a different socket)

This is how you cool a 1U high TDP chip.  Large passive heatsink with high pressure fans.

Using one of those builders DRAMATICALLY increases the cost compared to building it myself. Do you think that the supermicro chasis posted before and the dynatron passive heatsink will be enough? If I changed out the included fans, would that be enough?

Remember, those are Epyc based as well.  So instantly the CPU alone costs much more.

 

The passive heatsink aligned front to back with good chassis fans will absolutely be able to handle the heat.  With an off the shelf build, look for a board that does not have obstructions between the CPU and I/O area.  This way you can just omit the I/O cover to increase the air flow over the CPU heatsink.  Low profile memory or memory slots that run front to back on the board would also be something to look for.
