My friend has an i5 2400 and 16 GB ram as well as Radeon R9 380 graphics card and he claims he is getting well over 300 fps

Is he lying? 

 

and if anyone knows, how much fps should he be getting?

Probably he's playing in csgo and getting 300 fps coz that's max in this game.

I remember getting 1000 FPS in something with a similar setup. Tell him he can go suck it.

Sounds like CS;GO. So perfectly possible.

 

Also at those really high refreshes you are CPU bound. Also not that interesting in fps count past 120 fps. 

 

Also the r9 380 is pretty decent.

It was fortnite on 1920 x 1080 low settings but with epic view distance.

In other words more or less what you would expect.

 

I will note that is probably average while nothing is happening. Fps will dip with stuff going on. Tho not catastrophicly.

From a random dude a half a year ago with the same specs, same graphic settings and epic view distance. If he claims well over 300 fps, just have him send you a quick video of that claim. Recording a video is very simple and can be done in literally 5-10 minutes.
