Cheap upgradeable laptop

Hello,
I am looking for the cheapest upgradeable laptop.
It would be cool if it had used 12800s ddr3 memory (I have a 4GB stick laying around)
And potentially a upgradeable CPU.
Does anyone have any recommendations?

Note: it isn't meant for gaming, just for general work stuff and browsing the internet

Well socketable CPU's in laptops are basically gone now save for some higher end gaming machines using desktop parts. The last from Intel I'm aware of were the 2nd gen Core i line of CPU's. As for graphics some used a standard card type but I'm pretty sure BIOS support had to exist on the motherboard for the GPU so I doubt you could swap a mobile GTX 650 for a mobile GTX 1060.

How about just buying what you need now? Upgradeable laptops are kinda really hard to find and are pretty much now reserved for the high end and nothing new uses ddr3.

LPDDR3 is still very common on ULP ultrabooks and windows tablets.

Not anymore tho right?. Didn't intel and amd drop support for it with their recent ish lineup of mobile cpu's?

Nope. Intel and AMD CPU's still support DDR3 officially, it is simply down to board creators to allow it. On desktops its useless, but ULP laptops and tablets running windows there isn't another option, as LPDDR4 doesn't really exist.

Doesn't LPDDR4 exist for phones? It would be difficult to believe that the LPDDR4 used in phones draws more power than DDR3L.

I should have clarified "doesn't really exist."

It does, and flagship phones use it, but it is much more expensive for a very small difference in power draw from what I understand.
