If you have a brand new Win 10 ISO that came after the Creators Update it might not be present at first requiring you to do these steps to regain access to the application:

You probably removed the start menu shortcut.

Paint is still there in Windows 10. It used to be marked deprecated, but Microsoft decided to keep it after all and support it.

Do Win+R, and type: C:\Windows\System32\mspaint.exe and hit OK/Enter

You can also go to C:\Windows\System32\, find mspaint.exe, right-click on it, and pick "Create a shortcut", and move it to the Start menu folder. It's default location is: C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Accessories
