Im wondering since i got an i7 4790K and using XMP and my cpu idle temp around 42-47 C and when im playing games its around 70 C. My cooler is "Corsair Hydro HS60 2012 edition" i think that my idle temps are quite high is there any other good coolers i can get for lower temps. My budget is around 70-80$.

not really as long as it will bring my temps down and not over my budget i got a pretty big case so space shouldnt be a problem

Completely depends on your ambient temp, fan curve, cooler, etc.

If your load temps are ok then don't worry about it.

Maybe replace the thermal paste with something better like MX4 when you get the chance, but don't waste money on a new cooler just because of slightly high idle temps.

okay thanks im gonna try to replace the thermal paste first to see if the temps are getting better

Your idle temps aren't extremely low but still perfectly fine and there's no need to get a new cooler or replace your paste with your current temps. 

Are you sure there isn't anything running in the background? It doesn't take much for the system to not actually be at idle and for temps to rise.

The tempreture varies here in my room but now since its summer it can go from 20C to 27 often highest is like 30C  but thats rare

Your temps seem pretty normal. 

Idle temps don't really matter as long as temps are within safe limits. It's also dependent on the fan speed which are probably pretty low unless you've manually raised it.

Depending on the CPU, idle temps (after initial heat soak) generally range from 10c to 20c over ambient. So an idle of 30c to 40c with an ambient temp of 20c is normal.

 

My CPU for example idles about 12c over ambient even on a custom loop, and that's with some power states enabled, so 1.2ghz idle at 0.9v.

At this moment its 24c in my room and my CPU is at 36c.
