Really possibly a some what defective psu, as I tested all parts with bo problems until i increase dthe GPU power limit by like + 5%

GPU power limit problems indicate a GPU problem, not a PSU problem most of the time.

I am thinking about going with a AMD 1200 system that I will overclock, 16 GB of 3000 gskill agis ram. My question is what do you all think about a rx 580 or used gtx 970 with it? I can get the gtx 970 for like $50. And also what kind of bottlenecking would that CPU cause now and in the future? I've only used higher end AMD cpus so far so I'm kind of clueless.

I'll recommend something like this...

Look around on the local market for a monitor. A used 1080p monitor can be found easily for less than $30. You can grab a keyboard/mouse combo at Walmart for $12.

The ASRock B450m pro4 might be an even more economical choice. Personally if I was building it I'd go with this:

Was this about what you had in mind?

When you lay it out like that, you could look at squeezing a 1600 and perhaps a Devastator 3 or S101 kb/m set, which both have pretty nice performance at a low price.
