How do I convert a 64 bit programs to 32 bit programs? Is there a way?

No, it can't be done without recompiling the program from source.

I'm curious as to what program and what situation would make you ask this question.

some tablets and smaller portables that are only a few years old are running windows 10 32bit natively.

If you are in a professional environment you can set up a Remote Desktop or RemoteApp server. Other than that... replace the devices.

Pretty much all software have both 32bit and 64bit installers available, with many still offering 32bit as default.
