no , it's actually easier to simply run it on any 64bit machine made within the last 17 years or so

No, it can't be done without recompiling the program from source.

some tablets and smaller portables that are only a few years old are running windows 10 32bit natively.

If you are in a professional environment you can set up a Remote Desktop or RemoteApp server. Other than that... replace the devices.

Still, what program do you need that has only 64bit version?

Pretty much all software have both 32bit and 64bit installers available, with many still offering 32bit as default.
