You do not need to convert the files to WAV beforehand.

Use a CD Authoring program to burn a Music CD.

Options:
Windows Media Player

iTunes (note: you'll have to convert from FLAC to ALAC first - but the process is lossless and file sizes remain similar)

Etc

Here's a guide with multiple recommendations, and the steps for each one:

well first you should specify what you want to do with the cd? do you want to archive the songs in the flac format or maybe you want to play the cd in your car cd player

Should be able to burn with EAC.

Now if you need to convert from .flac to .wav, look into ffmpeg.

If you're talking about burning it like a normal audio CD I'm pretty sure Foobar can do that. If you're talking about burning flac files to be on a data CD because your CD player and read flac files. I'm 80% sure I did that on CDBurnerXP possibly with ImgBurn as well (both at Ninite)
