I am looking for a gaming laptop for a friend, He is on a 400$ budget he wants a laptop but I am saying get a pc I don't know what to do? Any suggestions?

Used. Unless they wanna spend ~600 for an Acer Aspire E15 then used is really the best place to look.

 

Try to find something with Intels 620 graphics

No one is really going to be able to help you.

 

A) it is ultimately your friends money and decision.

 

B) he/she doesnt have enough money for a gaming laptop new. The only way they could get a gaming laptop worthwhile is by hunting locally for a used one. Every once in a while you can pick up a deal on ebay, but usually you will get better deals in your local used market.

Any laptop you get for 400 won't have dedicated graphics. If you get a pc, and you have access to a keyboard and mouse, you can squeeze by with a Ryzen 3. It's a really tiny budget.

Craigslist is a spectacular place to find hardware for super cheap. If my local area is similar to yours you could probably find a laptop with a 1050/1050 Ti mobile, which is a steal for that price.

Especially larger citiies.  Depending on your ages, definitely have your parents help out.

You can also get some pretty great pc deals on craigslist. I saw an i7 3700 and gtx 970 w/ 16 GB ram for only $290 in us.
