My dad wants a pc

There's not a huge difference in them, aside from maybe the fact that you can upgrade the Athlon to some Ryzen CPU that would have better performance with both CPU and graphics performance, but since that's probably not important whatsoever then you can just get the config that's cheaper, Athlon with A320 board (the only CPU I recommend using A320 with, and even then it's a stretch) or Pentium with H310.

My dad wants to build a pc for office use. He usually has lots of tabs open and he saves files and loads files frequently what’s the best processor on a budget to get for an office pc like this?

depends on the budget, BEST would probs be: Asrock DeskMini 310, i5 8600, 16gb of ram, nvme ssd.

really though, tabs aren't very demanding. Ryzen 3 2200g and loads of ram will help.

If you're going that low, I would honestly recommend buying a prebuilt or refurb PC from your nearest electronics retailer, it's just not worth the hassle. And at that low of a price point you'll probably get better specs with an OEM machine (unless your dad won't question the "purchase windows" mark in the bottom corner and not being able to change backgrounds)

Edit: without the ssd fits your budget. you can get a cheaper mobo or something for more money left for a case.

 

ANOTHER EDIT: You can buy windows on ebay for cheap. or if he has an old pc you can de activate and use the code there. or if u r lucky move the drive it might reactivate.
