I currently have a i5-7400 in my prebuilt system, and i have been thinking about building a pc with i3-8100. Just wondering if i should keep the 7400 or not

no. The ryzen 3 2200g or 2200x would be better if you decide to change, But no. it wont help. Just a sidegrade. No performance increases. The i3-8100 is a rebranded i5. And you will need a new motherboard.

Build

Spoiler

Ryzen 5 1600, Cooler Master Hyper 212 Evo, Gigabyte X470 Gaming 7. TeamGroup Viper 4133mhz 16gb, XFX RX 480 8 GB (1000mhz cause dying), Samsung 850 EVO 250 GB M.2 SSD, An old 1tb 5400 rpm 2.5" HDD, TeamGroup 480gb & Kingston 480gb ssds (May RAID 0), 1TB Western Ditigal HDD, EVGA 750W G2 PSU, Phanteks P400s

WHy?!

Those are (more or less) the SAME CPU. It makes absolutely NO SENSE to do this sidegrade. Its a waste of money.

But why do you want to change the Plattform?? what's in there for you??

Don't bother with the side grade....  You will see pretty much no difference.  Stick with what you got.  Then some day in the future you can to a real upgrade and what not.
