980ti goes faster (a little bit), but 1070 saves massively more power and produces much less heat. If your case doesnt have good airflow then 1070 is the better choice.

If your getting off ebay i assume that means second hand. In that case be aware the 980Ti being an older card probably has more hours on the clock and thus will probably fail sooner, also what PSU do yuo have, if your running a 1050 now the 980 might very well be too much. For that matter the 1070 might too but it's less likly to be an issue.

The 1070 is newer architecture so keep that in mind.

Gaming the two are nearly identical but the 980 Ti has a lot more Cuda Cores. I'd get that but they are very hot running cards and it might be worth replacing the thermal paste on the 980 Ti as it is likely a 4-5 year old card.

Also, I would recommend replacing that PSU in a few months, the EVGA Bronze units are not the greatest and you don't want voltage ripple killing your components. But it will power a 1070 or 980 Ti no problems.

A 550w unit is more than enough, if you are on a budget I recommend the Corsair CX550M, if you can spend a little more look at the following. EVGA G3 or G2, SeaSonic Prime or Focus series, or the Corsair RMx PSU.

Highly binned 980 Ti does outperform 1070, however for more regular models, you are basically looking at equal performance, so 1070 would make more sense
